Court ruling gives Iowa district bond victory

Central City district ekes out victory after three-year dispute over ballots.

The Central City (Iowa) district is able to issue bonds for a school construction project after the Iowa Supreme Court ruled that voters had narrowly approved a bond proposal in 2004. The outcome of the election was in doubt because of a dispute over four improperly marked ballots. The state's high court said that the ballots should not be counted, and without those would-be "no" votes, the bond proposal received more than the required 60 percent majority.
