Detroit Public Schools must return $6 million in state funding because officials failed to follow state guidelines for hiring teachers at the district's alternative schools for dropouts, the Michigan Department of Education says. State law mandates that districts directly hire teachers and staffers, and Detroit shouldn't have allowed church leaders, parent groups and other community members to hire them
