Secretary Arne Duncan says spending plan focuses on reform and cutting waste

From the U.S. Department of Education: U.S. Secretary of Education Arne Duncan says the Department of Education's $46.7 billion budget proposal for fiscal year 2010 will advance President Obama's agenda to reform the nation's schools. The secretary says the proposed budget will abolish funding for 12 programs that research has found to be ineffective, saving $550 million.
