Voters reject bonds in Richland (Calif.) district; Most of the funds would have gone toward modernizing Richland Junior High and Redwood Elementary schools.

The Richland (Calif.) School District has failed to win approval of a $19.8 million bond proposal. Most of the money would have gone toward modernizing Richland Junior High and Redwood Elementary schools in Shafter. The money also would have helped to build a new elementary school.
