From The Detroit News: The Pontiac (Mich.) School District has lost the latest round in a lawsuit that challenges the constitutionality of the No Child Left Behind Act. The suit contends that the law is an unfunded mandate and wrongfully requires school districts to spend their own money to comply with the law's provisions. After deliberating for 10 months on the case, the Sixth Circuit U.S. Court of Appeals deadlocked 8-8 and dismissed the case.
