School Board is considering whether to freeze enrollment at Roy Allen Elementary -- the most crowded elementary school in the district -- and bus any new students to schools with more space. The Melbourne school was designed to accommodate up to 648 students. But last year, the school operated at 126 percent capacity, serving more than 800 students with the help of seven portable classrooms.
