Study criticizes maintenance management in San Diego

District officials say the study is flawed.

About $131 million a year is spent on maintenance and operations in the San Diego school district, but a study contends that taxpayers aren't getting their money's worth. The study details numerous deficiencies, but its accuracy is being challenged by a district administrator.
