Former charter school officials plead guilty in Philadelphia

Two former administrators for aPhiladelphia charter school have pleaded guilty to federal conspiracy charges for covering up their use of more than $14,000 in taxpayer money for personal expenses. Martha Russell, the founder and former chief executive of the Raising Horizons Quest Charter School, and her sister, Viola J. Bush, the former finance officer, resigned from the school in 2006.
