States must use same method to track high school graduation rates

Education Secretary announces new regulations regarding No Child Left Behind
Utah and all other states soon will have to calculate high school graduation rates the same way, U.S. Secretary of Education Margaret Spellings has announced. Spellings announced several changes to the No Child Left Behind Act (NCLB). The idea is to make sure states don't use systems that make graduation rates seem higher than they are.
