Flood threat delays completion of Louisiana elementary school

High water level of Mississippi River slows work on campus in St. John the Baptist Parish

he chances that the new Emily C. Watkins Elementary School in LaPlace, La., will open this fall have grown even dimmer following a report by St. John the Baptist Parish Superintendent Courtney Millet that completion of the K-5 area of the campus is unlikely by a July 22 deadline. After touring the building recently, Millet doubts the partial completion can be achieved, despite the contractor's belief that it might. Work is being delayed by an Army Corps of Engineers prohibition against digging within 1,500 feet of the Mississippi River because of the river's high water level.
