Voters agree to expand school board's investigative authority

Detroit voters have approved a proposal to give the schools board subpoena powers, The board has gained the authority to subpoena individuals and documents when investigating fraud and corruption, a power the Detroit City Council has. The subpoena-power issue arose out of an investigation by the school district and the FBI into $46 million in wire transfers sent to various contractors from the district's risk-management office. Board members said individuals they tried to question about the wire transfers did not cooperate, largely because the individuals did not believe they had to do so.
