West Virginia district looks at working with private developers on building schools

Preston County, Va., is seriously considering teaming up with private developers to build new schools. The cash-strapped district has been unable to pass bonds to replace several old schools. Private lease-back arrangements have already been considered by other pinched or rapidly expanding schools systems around the country. In some cases, there are success stories. In other cases, officials have found that the schools could end up costing more or come with restrictions that essentially negate their use as community centers.
