Teachers union in Philadelphia says it won't ask the school district for raises

The teachers union in Philadelphia says its members will not seek raises from the school district and will accept changes in health insurance. But, The Philadelphia Inquirer reports, forgoing raises hardly addresses the district's demand for salary givebacks, ranging from 5 to 13 percent. The district's contract with the 15,000-member Philadelphia Federation of Teachers expires on Saturday. The first day of class is Sept. 9.
