Citing a $304 million shortfall, the Philadelphia School District is recommending against expanding any charter schools in 2013-14. The district has 84 charter schools, and The Philadelphia Inquirer reports that 21 of the charters had requested expansions in the next academic year that would have added a total of 15,000 seats. The expansions would have added $500 million in charter costs to the district over the next five years. Last year, the Philadelphia approved expansions of 14 charter schools that will add 5,416 seats by 2017.
