A San Diego County, Calif., grand jury is calling on the San Diego Unified School District to create policies to better investigate and address adult-to-child bullying, harassment or intimidation by employees or volunteers. The San Diego Union-Tribune reports that the jury, which makes recommendations to local governments for improvement, found that the district lacked a policy on the matter and that its process for addressing complaints was fraught with conflicts of interest.
