Budget crisis and under-utilized facilities prompt drastic steps

The Philadelphia School Reform Commission has voted to close 23 schools and spare four it had considered shutting, The Philadelphia Inquirer reports. The fate of two other schools tageted for closing has not been decided. Commission Chairman Pedro Ramos says the closings are the result of years of delayed decisions and a financial crisis.  Initially, 37 school buildings were on the closing list, but Superintendent William R. Hite Jr. amended his recommendations last month.
