The 23-school California State University system, operating for years in a "patch-and-fix-it" mode, has amassed a deferred maintenance bill of more than $1.7 billion — the result of old age hitting up against the state's budget shortfall. The Los Angeles Times reports that the trustees' proposed 2014-15 budget plan seeks more state funding to address the problem, but Gov. Jerry Brown says persuading the legislature might be difficult.
