Report says that many districts, despite serious financial difficulties, have given substantial pay raises to the top executives.

Do superintendents get paid too much? New Jersey Gov. Chris Christie thought so, and in 2011, the state imposed salary caps on district superintendents. Now California Watch, an online news site, is raising questions about superintendent pay in that state. It looked at 40 of the largest California districts whose budget woes placed them on the state’s financial watch list and found that 21 have raised their superintendents’ salaries since 2009
