Police Review Board says university should have more precise policies about use of force

From The San Jose Mercury News: University of California Berkeley should do more to limit the use of police force against protesters, a university panel has concluded. In a fact-finding report, the campus Police Review Board says its members were "disturbed" by campus officers' use of batons on Nov. 9 against Occupy protesters. Panelists offered few opinions about the protest or the police response, but said campus leaders should more precisely decide when police force is acceptable. The panel also said it was concerned by the university's failure to learn from mistakes made during past demonstrations. The violence came as police cracked down quickly on an encampment in front of Sproul Hall.
