State-appointed emergency manager says superintendent is exceeding his authority

From The Detroit Free Press: Detroit Public Schools administrators are being told to disregard a directive from Interim Superintendent John Telford that they re-apply for their jobs. Roy Roberts, the district's state-appointed emergency financial manager, is telling staff members that he, not the school board, has the authority to terminate contracts and appoint, supervise and remove heads of divisions within the district. Board President LaMar Lemmons contends that a 2010 Wayne County court decision -- which affirmed the school board's authority over academic decisions -- enables the board to ask the administrators to re-apply for their jobs.
