North Carolina district strives for socioeconomic balance at elementary schools

District wants to break up concentration of low-income children at certain schools.

The Orange County (N.C.) school district school board wants each of its elementary schools to have roughly a 38 percent free and reduced lunch rate--the district average--rather than its current range from school to school of 12 to 70 percent.
