State's higher-education appropriations for 2013

Using constant adjusted 2013 dollars, the State Higher Education Executive Officers calculates that educational appropriations per full-time-equivalent student for colleges and universities in the United States has increased 0.7 percent.

That said, most states still saw lower appropriations during the last five years. Below is a list of the 10 states with the steepest drops in appropriations.
