The debate over seat belts on school buses has been rekindled, promising a bumpy ride for school systems.

The pros and cons of whether school buses should be equipped with seat belts have been debated for many years. Advocates of the safety equipment got a boost of momentum several weeks ago when the National Highway Traffic Safety Administration (NHTSA) announced it was changing its stance.
