The speaker of the New York City Council has released a budget plan that would boost school spending by $548 million. Class sizes in grades four through eight would be cut to an average of 24 students, down from as much as 28. An extra $125 million would be set aside to buy textbooks and other critical instructional supplies,high school science labs would be modernized and school days at troubled city schools would be extended.
