The Miami-Dade County School Board has given final approval to a $2.5 billion operating budget that increases class size, eats into emergency reserves and leaves no money for teacher raises.

The Broward County, Fla., School Board has approved a $3.4 billion budget for the 2002-03 school year, reflecting a more than $350 million increase from last year's budget.
