The 15-story transfer student apartment building nearing completion on the University of California San Diego campus has granite countertops, stainless-steel kitchen appliances, and high-tech, low-flush toilets. But beyond the bells and whistles of the as-yet-unnamed village complex, the project symbolizes a shift in higher education's approach to student housing and food services -- away from dingy dorms and mediocre meal plans.
