The union has not agreed to the salary cuts the district is seeking.

The teachers union in Philadelphia says its members will not seek raises from the school district and will accept changes in health insurance. But, The Philadelphia Inquirer reports, forgoing raises hardly addresses the district's demand for salary givebacks, ranging from 5 to 13 percent.
