Carl Holmes moves over from city police force

The Philadelphia School District has selected a new head of school security--Chief Inspector Carl Holmes of the city's police department. The Philadelphia Inquirer reports that Holmes is replacing Cynthia Dorsey, who held the top safety job for less than a year. Holmes, who has held multiple posts in the department, was recently investigated by the Police Department's Internal Affairs Bureau in connection with two incidents. The incidents included allegations of inappropriate behavior with a subordinate and shooting a raccoon outside his home. Those allegations were not sustained, the department says. In 2008, Holmes was demoted to captain amid allegations of sexual impropriety . His rank was reinstated after the union filed a grievance on his behalf.
