The Philadelphia City Council has given preliminary approval to a bill that would transfer $50 million to the city school district in exchange for shuttered buildings that would be put up for sale. The Philadelphia Inquirer says the district is counting on $50 million from the city by the end of the year, but city council members and Mayor Nutter disagree about how to provide it. Nutter would rather borrow the money against future collections of the city's extra 1 percent sales tax.
