District, charter operator form partnership to run L.A. elementary

Parents at 24th Street Elementary used trigger law to force an overhaul at the struggling school

In an unprecedented partnership, the Los Angeles Unified School District has joined forces with Crown Prep, an charter operator, to run 24th Street Elementary School, a persistently low-performing campus south of downtown. The Los Angeles Times says the partnership was created after a majority of families of students at the school submitted a petition under the 2010 parent trigger law, which enables them to decide how the campus should be run. Rather than fight to keep the campus entirely under district control, officials created a partnership with parents.
