Buffalo board approves plan to transfer some students from failing schools

The Buffalo (N.Y.) school board has approved a plan to transfer children out of underperforming schools, The Buffalo News reports that the school choice plan provides for the transfer of between 300 and 500 students--out of nearly 2,200 requests--from underperforming schools into other Buffalo schools in good standing with the state.
